After today's update:

C:\>tlmgr update --list
Use of uninitialized value $opts{"verify-repo"} in string eq at C:\Programme1\texlive\2018\texmf-dist\scripts\texlive\tl
mgr.pl line 6563.
tlmgr.pl: package repository ftp://ftp.cstug.cz/pub/local/tlpretest (not verified: gpg unavailable)
tlmgr.pl: no updates available

no problem on Linux after an update:

Thanks. I added some tests against that error message, though I can't
say I tried to reproduce or debug all the many cases involved :(. -k
